Tanning regulations stemming from Clare Oliver's death 16 months ago are spreading Australia-wide. Those regulations, which include banning tanners under age 18, mandatory skin tests and fines of up to $680,000 will formally become law on Feb. 1.

State Health Minister Daniel Andrews also revealed that, in order to make sure the laws are obeyed, people under age 18 will visit tanning salons undercover and attempt to tan.
