Though spending may be less, consumers are still shopping, and their decisions on where to shop may be partly based on retail ads, according to a new survey for the Retail Advertising and Marketing Association.

Other successful tactics being used by retailers are coupons, advertising inserts, direct mail and e-mail. Among the most successful retailers are Target, Wal-Mart, Best Buy, Macy's and Kohl's.
