A study from the Computing Technology Industry Association shows that many small-business owners have put off upgrading equipment during 2008 because of the downturn in the economy.
Only about half of the 777 small businesses surveyed said they plan to upgrade their technology or telecommunications services. Before 2008, 62 percent of small-business owners planned to upgrade PCs. Heading into 2009, the number is 42 percent.
