According to TIME magazine, the state of the economy is not all Bush's fault—but, as the decider in the White House for the past eight years, he made some economic calls that brought us to where we are today. Those missteps include:

1. The return to deficits

2. The war in Iraq

3. Tax cuts for the rich

4. Regulation of corporate financial disclosures

5. Suggesting people “go shopping” after 9/11

6. Not creating an energy policy

7. Ignoring advice from economic advisers

8. Not clearly defining how the bailout should work
